The commentary is in Italian, what really should be the language of the Mass, but I digress. He basically says that what was beautiful and sacred in the past is still today for us. He also makes the very valid point that "active participation that is fruitful" does not consist in doing and saying things, but entering into the mystery of what is celebrated with our hearts. Capisce?
Also, did you notice that most are standing to receive Holy Communion and one person tries to receive in the hand but is prevented from doing so?

From what little I saw there, I would suspect that most people who could kneel on a step without supporting rail, did in fact kneel to receive communion at this Mass.
But that those physically unable to kneel without great inconvenience, stood to receive communion. For which reason, someone has stood to receive holy communion at virtually every traditional Latin Mass I have ever attended.
So, nothing new about this.
